An Effective Security Strategy
One of my colleagues suggested a very effective security strategy: let everyone in the world meditate :-) People who meditate typically are calmer, stable and less willing to harm others. If everyone in the world meditates, everyone will be fair, forgiving, compassionate, honest, sharing, and non-violent. If it ever becomes true, all of us will be inherently secure and there will be no need of external security strategies. Not a bad idea, however Utopian it is.

If you want calmness and serenity, indulgence in bodily pleasures can get you there. So that could be another effective security strategy and perhaps one that more people will happily take to ;).
What you say is akin to the argument of increasing commerce between any two entities :) commerce is about exchange of goods, that are related to bodily pleasures, that in turn in creates self interest, that in turn leads to maintaining peace that in turn means higher security.
Unfortunately, there are always elements that will work outside of that frame and so security still remains a Utopia. Ultimately perfect security itself is a Utopia, it can never be achieved.
